Thank you for your invitation to provide comment on the Adelaide City Council Section 30 Development Plan Review. The Property Council has examined the report on the Development Plan and offers the following comments.
The Property Council of Australia generally supports the need for a broad re-evaluation of the Development Plan for the City of Adelaide. The primary issues are addressed under the following general headings.
1. State Planning Strategy
The re-evaluation should occur preferably for, and at least in parallel with a State/Adelaide City and property industry review of the Metropolitan Strategy for the City of Adelaide. The Development Act requires that Development Plans should seek to promote the provisions of the Planning Strategy. It is necessary to recognise that the Planning Strategy forms a fundamental broad policy base and direction for any Council PAR, and to be supported by the Minister and Planning SA, Council policies require a strategic underpinning.
Many issues touched on in the Section 30 paper, such as those encapsulated under “Capacity, Vivacity and Audacity”, and the aims to deliver outcomes, should have a stronger basis in the Planning Strategy. The Property Council contemplates a joint process with the City to work together to present strategies and planning priorities to the State for incorporation in the State strategy for Adelaide City.
The Development Plan for the City should reinforce the central place role of the City and metropolitan Adelaide, consistent with the Metropolitan Planning Strategy. It is necessary though that the State Planning Strategy should in turn promote innovation in the Adelaide City Development Plan.
