Retail Leases Amendment Bill
The Retail Leases Amendment Bill 2011 is an extremely poor example of public policy development. Most of the proposed amendments are not underpinned by evidence of a failure of existing policy and have no appreciation of the additional administrative burden and associated costs that will be experienced by landlords. At the very least, all proposals should be held over until the Retail Leases Act is formally reviewed, as scheduled, in 2012.
