The Property Council has launched the ‘3 keys to unlock Queensland’s engine room’ advocacy campaign.

The property sector has rightly been identified by the Queensland Government as one of the four pillars of the Queensland economy.

As the state’s largest industry, biggest employer and greatest contributor to State taxes, the property industry is Queensland’s engine room.

The 3 keys campaign focuses on the need to unlock investment in Queensland’s property sector in order to restore our financial strength and competitiveness.

The 3 keys to unlock Queensland’s engine room are:

  • A planning system that delivers certainty, efficiency and clarity for all stakeholders
  • A competitive tax system that attracts local, interstate and international investment and;
  • Investment in infrastructure and programs that will transform the state


To unlock Queensland’s engine room, we must:

Fix Planning – Secure Australia’s best planning and development assessment system

  • Undertake a fact-based program of development assessment reform
  • Simplify State agency processes, to reduce intra-governmental conflicts
  • Develop a 30-year strategic plan for Queensland
  • Introduce alternative models to fund new infrastructure
  • Secure Australia's best planning legislation


Taxation – Modernise our inequitable and inefficient taxation system

  • Commit to a strategic tax modernisation program, the first step is to undertake a hole-of-state tax review focused on securing a competitive tax environment for business.
  • Reduce the cost of development. This requires immediate action to cut infrastructure costs, lower land tax and abolish stamp duty for off-the-plan-sales.


Infrastructure – Provide the infrastructure, services and housing our state needs

  • Empower Infrastructure Queensland to fast-track infrastructure planning and delivery
  • Trial alternate financing models through Queensland Project
  • Forge efficient commuter and freight rail network
  • Allow Environmental Upgrade Agreements
  • Facilitate decentralised electricity, water and wastewater systems
  • Consolidate government-led 'green' initiatives


Unlocking Queensland’s engine room will strengthen our economy and provide the jobs, wages, housing and infrastructure our communities need to support and maintain our state’s enviable lifestyle.
